A static candidate, file, link or passing software check never establishes real-world completion. No percentage. No pilot has been selected.

Release preparation: Michael authorized public publication and a one-time merge-size exception for PR #10 in Telegram thread 146207. Independent review findings were addressed. Final pristine-export software checks and live deployment readback are required before reporting a completed release. Historical test receipts below do not assert a test of this exact tree; current receipts are stored outside the source tree to avoid self-referential tree hashes. Passing software checks are not comprehensive accessibility certification, factual acceptance, county-service verification or environmental outcomes. External intake/outreach, paid services, sampling and recurring work: NOT AUTHORIZED.

## Visitor-answer slice — source-backed; release verification pending

- Primary county coverage is Loudon County alongside the existing Matlock dossier; statewide referrals do not imply statewide completeness or a completed G2 pilot selection.
- Implemented: three local center cards with published addresses/hours/material rules and explicit unknown terms; two household well-testing kits with published prices/analytes and provider-specific return instructions; official agency routing/records links and phone/mail fallbacks; CU no-charge rural household assessment/testing and repayable well/septic loan routes; editable copy/print drafts that never submit.
- Evidence: `community-resources/archive/visitor/receipts.json`, individual raw responses/headers/quotations, and `visitor-evidence.html`. Failed TLS, 403 and 404 responses are retained, not promoted to evidence for substantive claims. Scanned certificate validity is not independently established.
- County terms, local walk-in lab acceptance, tire/mattress/bulk receiving routes, HHW event schedule, Tap Score holding time/assigned lab, CU capacity/panel/current loan limits and fees, independent TN method/analyte approval, county records mail conflicts and formal legal filing remain unresolved. Contact fallbacks are functional visitor choices, not verified receiving outcomes.
- User authorized publication. Parent owns release after fresh eight gates and live readback. Independent review findings were addressed; Michael authorized the one-time PR #10 merge-size exception. The prior test tree in JSON is historical; fresh tested-tree receipts are handed back separately to avoid self-referential tree claims.
